Could be treatment for emerald ash borers. There were a number of large-ish trees with similar paint markings.

The green dot is a sign that a tree has been treated for the ash borer. I didn’t realize that’s what the injections look like, though.
We live in Elmvale and green dots mean treatment, whereas the red X means they are coming down. Sadly a lot of red Xs showed up this week.
