The city cycling plan includes conceptual improvements for cyclists heading west from the core towards Westboro. Councilor Leadman is fighting for improvements to the ill-designed Scott Street mixed-use path and a connection to the downtown. Cycling advocacy groups want better cycling facilities. The BikeWest plan proposes a segregated bi-directional cycling path on the north side of Albert and Scott from the downtown (Bronson Ave) to Westboro. The City has been evaluating the structural soundness of the historic Prince of Wales Railway Bridge over the Ottawa River to Gatineau. The City bought it a number of years ago for transit. Friends of the OTrain and  LRT transit proponents have long viewed the POW bridge as a great solution for taking transit across the River. The interprovincial transit study offered renewed hopes for extending LRT service from downtown Ottawa to Gatineau over the POW as the first phase of a loop system serving the two downtown employment centres and to alleviate bridge congestion. DOTT plans affect west side residents (vi): Bayview Station revised

Currently the transitway passes over the railway tracks at Bayview with a simple high level overpass. At the east side, it widens for the Bayview station, which is built on a downslope into the LeBreton Flats area. The only access to the Bayview transit station or OTrain station is from the east side of the overpasses. Passengers can transfer to the OTrain tracks which are on the east side of the railway right of way, simply by walking down the sloped asphalt paths (being careful not to fall off the broken up edges of the path). DOTT plans affect west side residents (iv): closing the transitway during construction

The new LRT line runs along the existing transitway alignment, with some slight variations. During the construction period of 3-5 years that transitway will have to be closed to buses to permit construction of the new LRT stations and tracks. Where will the buses go? Earlier plans by the city to move all the transitway buses onto Scott and Albert, starting at Tunney’s Pasure, have been abandonned. Thankfully. The additions of 1000 buses per day per direction on Albert and Scott would have horrendous social and environmental impacts. Some misc observations on Lansdowne Live, and in particular the meeting last night at arena Tom Brown arena. 1. Opponents are well organized, sporting custom printed apparel and carry bags (made of recycled hemp, I hope) and handing out reams of photocopied green paper that may have required the souls of every tree in the Glebe. Of course, the Glebe trees are still there (at least along Ralph and Percy when I walked up those streets yesterday) so trees from some other place were sacrificed. The Scott alignment is much straighter than the riverside path and passes through major residential and employment areas For most of its length along Scott, BikeWest is pretty simple. The two-way paved surface would be set back from Scott Street whenever possible. At major signalized intersections, the bike route might snuggle up to Scott. Otrain “temporary” station at Bayview

When the OTrain service began in 2001 it was a “temporary” experiment to see if Ottawan’s would like a train. That the service – derrided as being from nowhere to nowhere – quickly exceeded its longer time ridership projections was a pleasant surprise. Today it carries 50% more riders than the optimistic forecast. Still, being an experiment and all, the stations were designed to be “temporary”. Bayview Station was no exception. Bore Hole Drilling at City Centre Complex

The City Centre complex is a combo office tower and industrial bays located on City Centre Avenue just east of and south of Bayview Station. Built in 1960 as part of the federal-funded railway relocation project, it was a intermodal terminal for offloading rail cars onto delivery trucks. Now it is industrial bays, with a surprisingly large number of printers located there. There’s a lot of hoopla in the mainstream media these days with everybody and their brother popping up with new plans for Lansdowne Park. The alternative plans tend to share some elements in common: The Glebe will get a big grassy and treed park. Someone else’s money will restore some older, architecturally significant buildings into marvellous wonders for the local neighborhood. Locals will wander in on bicycles and by foot to buy directly from the friendly farmer locally-grown no-downside produce. The Ottawa Civic Hospital Community Assoc. held a meeting on Tuesday evening. On the agenda was the 855 Carling Ave project proposed by Arnon Developments. Festival Externalities

Every festival has impacts external to the site it operates on. These get managed in different ways. Winterlude and the Tulip Festival have numerous events along the canal, abutting neighborhoods like the Golden Triangle and The Glebe. For both these festivals, shuttle buses run along the canal to get crowds to and from the event sites. This distributes parking impacts over a larger area. It also means the City Hall garage and Lansdowne Park parking lots get used. For Bluesfest, there are no shuttle services, leaving adjacent neighborhoods to suffer from a huge influx of parkers. LRT Maintenance Facility Site

There will be a low-key public meeting at City Hall on Wedn. June 24 from 5.30 to 8pm on the proposed new maintenace facility. No speaches, just poster boards and comment sheets. Recall that on May 27 Council approved the alignment (route) and station locations. The consultants and staff are now working on station design, the BRT to LRT conversion process, construction staging, and how the LRT and BRT will operate once the line opens. Logging Days & Les Raftsmen on the Ottawa

click image to enlarge These two concrete structures sit in the middle of the Ottawa River west of the Chaudiere Falls dam. They are on very small stoney islands, most likely man-made. Years ago, I vaguely recall that there were some small houses/work shacks out in the river for logging crews to use. I can recall they had sloped roofs. I was wondering if these are the walls of the buildings (ie, they were concrete buildings) or if these are the remaining foundations, and the wooden buildings used to be on top of them. Leadman’s ward bumps up against Somerset Ward where I live, almost on the border of the two, which is why this blog is named West Side Action, since I try to cover events that happen on the west side of the downtown, regardless of fiefdom. Interprovincial Transit Ideas

I attended a few hours of the interprovincial transit study meeting last Thursday. I heard lots of suggestions for improving interprovincial transit experience. Here are some of them: 1. Use the Prince of Wales Bridge. This rail bridge from Bayview Station to Gatineau is a favorite solution to most problems. Many felt it need not be double tracked right away, but could operate for the first years as a single track with passing tracks at each end and maybe at Lemieux Island. 2. Bikepath to No-where

The NCC has been landscaping the area north of the Claridge condo building on LeBreton Flats since mid-winter. Earlier posts on this blog showed the winter landscaping and very early spring planting of trees and shrubs. Eventually, the Fallen Firefighters Monument will be constructed on the grassy area. The contractor (same one as is doing Plouffe Park) has now paved the bike path from Wellington Street north along the west side of the tailrace. Transit tunnel success …

The City today announced its preferred LRT routes and station configurations. Good news: the major transfer station from buses-on-the-transitway-west will be at Tunney’s Pasture, built on the grassy vacant area north of the current station. Good news: the configuration at Bayview will permit same train access from the (future) southwest transitway / O-Train alignment to the downtown. This means that we can attract larger conventions to the new convention centre downtown as we will have no-transfer-required service direct from the airport to downtown. A stadium for Ottawa

Lansdowne Live? Scotiabank Place? LeBreton – Bayview? I am not a fan of a new stadium at Lansdowne Park. It is not accessible enough – the neighborhood streets are narrow, local-style shopping and residential streets. It is not on the Qway nor the transitway. Open air concerts and mass public events are just not compatible enough with the residential area. A major park, including residential development (yes, expensive condos) to help pay for it all, is better. A massive city expenditure on a fancy park just for the Glebe, no. The City Centre Tower, constructed about 1965, lost its red letters around the roof line last week. Nothing was left but the dirt on the brickwork. Yesterday and today workers on scaffolding were cleaning the brick. In the photo, the north wall to the right has already been cleaned; and work continues on the east wall. Bayview Station – What’s It For?

The Bayview Station isn’t part of the original bus transitway; it didn’t exist until 2001. It was built because the experimental O-Train service, using the existing rail tracks, needed a transfer point for passengers. From day 1, city planners assumed it was only a transfer station from buses to train. Little or no walk in traffic was expected. Yet anyone frequenting the station notices a continual stream of people walking into the Station. They come from the office and industrial buildings on City Centre Avenue, the residential areas to the southeast and southwest. In my earlier blog on the proposed 801 Albert St condo development (corner of City Centre Ave, opposite Tom Brown and opposite Bayview Station) I mentioned I thought the site plan would be improved with the inclusion of a new multipurpose path set back from the curb.
